A landlord is suspected of taking advantage of a person's vulnerable situation by selling, renting or providing housing in circumstances that would violate human dignity. In most cases, accommodation is made available at an excessively high price to people who are unable to assert their rights, such as illegal immigrants or other vulnerable persons.
